Assistance to the California Department of Education: Growth in English Language Proficiency of California's English Learners

In response to a request from the California Department of Education (CDE), REL West researchers are examining the criteria used to designate or classify Engligh learner (EL) students in California by conducting a secondary data analysis of student performance on the state's English language proficiency test (CELDT). Students are linked across the datasets through a unique, anonymous student identifier. The state's English Language Development (ELD) standards are organized by grade span (K-2, 3-5, 6-8, and 9-12) and language domain (listening, speaking, reading, and writing), and the same test form is given to all students within a grade span. REL West is examining progress over two years for all students who appear in the same grade span in both the 2006/07 and 2008/09 datasets. REL West will also examine progress over one year for all students for whom a two-year analysis is not possible (but who have two data points available: either 2006/07 and 2007/08 or 2007/08 and 2008/09).
